Tracey France is a seasoned professional with over 30 years of federal service, recognized for driving meaningful change and achieving measurable results in fostering people-centered organizational cultures. Her career journey includes leadership roles as an Equal Opportunity Specialist, Equal Employment Opportunity (EEO) Manager, and Chief Diversity Officer at multiple federal agencies. Tracey’s expertise spans human resources, Diversity, Equity, Inclusion, and Accessibility (DEIA), and EEO employee engagement, all culminating in her ability to transform workplace dynamics to promote high performance and innovation.
In her most recent role as Chief Employee Engagement and Innovation Officer, Tracey led strategic initiatives to enhance employee engagement and cultivate a culture of collaboration and innovation. She administered agency-wide employee viewpoint surveys, analyzed key engagement metrics, and provided actionable insights to senior leadership and staff. As Chair of the Employee Engagement and Innovation Committee, she guided six subcommittees to formulate and implement strategies that drove organizational impact. Her efforts resulted in action plans and accomplishment reports that highlighted measurable progress in employee engagement and innovation.
Tracey’s professional journey reflects her ability to cultivate psychologically safe spaces that empower employees to connect, learn, and grow. She designed and facilitated dynamic forums—such as “Cafés”—that foster courageous conversations and help staff find meaning and purpose in their work. Beyond her DEIA expertise, Tracey has leveraged her human resources and organizational development background to implement strategies that drive employee engagement, innovation, and high performance.
